Training/Career Development and HR Specialist / Human Resource Management Unit (national, 12 persons/months, intermittent)

Scope of Work

The consultant will provide necessary support to the Human Resource Unit to improve HR policy in appropriate way based on the assessment of current situation of EMGL and its investees. Under the guidance of HR unit head and EMGL’s relevant manager, the consultant will be responsible for the implementation of developed HR policy and activities planned within the policy to improve and manage human resources of EMGL’s investees. Under the guidance of HR unit head and EMGL’s relevant manager, the consultant will:

  • Assess EMGL investees’ existing HR policy and procedures;
  • Implement the developed strategy, policy and procedures;
  • Develop and implement HR rules and procedures at EMGL and its investees;
  • Capacity building for HR staff throughout EMGL and its investees;
  • With EMGL staff and respective units, training and career development, talent management to develop management and leadership, and staffing;
  • Review effectiveness of implemented training and improve the training;

Transfer knowledge and skills to EMGL staff to ensure the sustainability of this function after the transitional period;

Detailed Tasks

  • Implement HR strategy, policy, and standardization at EMGL and its investees;
  • Manage job analysis, optimize job allocation, reduce job duplication and job overlapping;
  • Improve job descriptions and Identify the qualifications for the workplace in accordance with job objectives and functions;
  • Define KPI for every job, department, and company and implement the performance evaluation system and link it with compensation system;
  • Monitoring all HR procedures in accordance with the HR strategy and policy at EMGL’s investees and making a proposal for further improvement;

Provide necessary training and counseling for the management and HR personnel at EMGL and its investees.

Minimum Qualification Requirement


  • Master’s Degree or equivalent in HR Management, Business Administration, Public Administration or related field.


  • At least 10 years of progressively advancing HR management experience, of which at least 2 years of experience as a head of HR unit at group of companies or HR consultant
  • Experience in developing HR functions in group companies is a must
  • Should have professional expertise in HR Management and preferably have professional experience in respective fields of HR Management
  • Fluent written and verbal English
